4. Goals
To demonstrate to grass-root initiatives of Free-Nets that the Government recognizes the
value of their activities. To show the public that the Government is actively ensuring the
quality of life of the individuals, in this case by providing a province wide scheme for
access to public information.

7. Messages
In recognition of the new era of "information age" ushered in by electronic communica
tions technology the Government is allocating resources to ensure universal and affordable
access to public information for everyone. This new initiative of the Government places the
residence of the Province in a competitive position. The service will be delivered through
cooperation of public library and grass-root initiatives.
8. Activities
Activities includes press releases, radio interviews, and articles in widely circulated com
munications technology related papers.
9. Sustaining the Message
Prepare and display materials at the libraries and community centers containing informa
tion on how to use the Community Information Network. Invite and encourage adult educa
tional institutions to offer information, courses, and assistance to use the Community
Information Network.
